Returned overseas traveller

International travellers arriving in Victoria via flight or maritime vessel and entering hotel quarantine.

Community

Community members who are COVID-19 positive or close contacts and who require support to safely isolate or quarantine.

Frontline worker

Frontline workers who are COVID-19 positive, close contacts, or working in environments with consistent COVID-19 exposure, who cannot safely self-isolate at home.

Voluntary support person

People voluntarily entering COVID-19 accommodation to accompany someone in quarantine (e.g. parents, guardians).

Interstate traveller

Interstate travellers entering into Victoria who are required to quarantine.

Health/complex care hotels

A health hotel admits residents who have or are suspected of having COVID-19.

A complex care hotel is for residents who require clinical supervision and support for non COVID-19 related conditions and health issues while in quarantine.

Reviews of transmission events and other elements of Victoria's Hotel Quarantine Program March

Following three transmission events in Victorian quarantine hotels in January 2021, and a subsequent community outbreak of the UK variant of COVID-19, reviews were commissioned and commercial passenger flights into Melbourne paused.

In light of these reviews, and a series of new and improved infection prevention and control measures being implemented by COVID-19 Quarantine Victoria (CQV), the Victorian government has announced that flights may now resume, bringing up to 800 returned travellers in the week commencing 8 April, rising to 1120 travellers a week from 15 April.

The reviews, as summarised below, were into how best to mitigate the threat posed to new variants of concern in quarantine hotel settings. This review was conducted by Deputy Chief Health Officer Professor Allen Cheng.

A further review into the transmission incidents was carried out by Safer Care Victoria.

CQV also commissioned detailed ventilation assessments of every hotel property signed up to Victoria’s hotel quarantine scheme.
