Shopping, retail and personal services - regional Victoria

Summary of restrictions

From 11:59pm on Thursday 17 June 2021, if you live in regional Victoria:

  • There are no restrictions on reasons to leave home or the distance you can travel for these services. 
  • You can travel to metropolitan Melbourne.   
  • Shops and market stalls are open, with density requirements of 1 person per 4 sqm. This limit is to ensure everyone can keep at least 1.5 metres distance.    
  • Beauty and personal care services are open, with density requirements of 1 person per 4 sqm. Workers must wear a face mask, but customers can remove their face mask for services that cannot be provided with a mask on. Customers must wear a face mask for all other services.   
  • Real estate inspections and auctions may take place, with density requirements of 1 person per 4sqm    
  • Inspections can resume with no appointment requirement for a private inspection.   
  • Auction houses are open, with density requirements of 1 person per 4sqm   
  • Electronic gaming venues are open with density requirements of 1 person per 4sqm and a maximum cap of 300 people per venue. Every second machine must be closed (or each machine must be spaced a minimum of 1.5 metres apart). Patrons in a gaming area within a hospitality venue will be included in the overall cap that applies to the hospitality venue. 
  • You must check in at any locations you visit using the Service Victoria QR code app, regardless of the duration of the visit.   
  • Face masks must be carried at all times and must be worn indoors unless a lawful exception applies. 
  • Face masks are strongly recommended outdoors where physical distancing of 1.5m cannot be maintained.

Shopping and retail

Can I shop with a friend or relative? 

Yes, you can shop with a friend or family member. You can shop as a group of up to 50 friends.  

You must wear a face mask when indoors, unless you have a lawful exception for not doing so. You should keep at least 1.5 metres distance between yourself and others. You are also strongly recommended to wear a face mask when outdoors if you cannot maintain 1.5 metres distance from other people. 

Can businesses ask for my personal details as a condition of entry? 

Yes. You must check in at all shops, supermarkets and any other locations using the Service Victoria app, regardless of the duration of your visit.  

Are pet stores open and what services can they provide? 

Yes, pet stores are open. There are no restrictions on the type of services pet stores can provide, including grooming. 

Can I take a shopping day-trip away from home? 

Yes, you can take shopping day-trip through regional Victoria or to Melbourne.   

Can I visit a shopping centre?  

Yes, you can visit a shopping centre. Shopping centres in regional Victoria are open. You can go to metropolitan Melbourne for shopping.   

How are you ensuring shopping centres are safe? 

All shopping centres must: 

  • limit the number of customers in the centre to 1 person per 4sqm.  
  • use the Service Victoria QR code app for check in. 
  • clean common areas to ensure that frequently touched surfaces are cleaned and disinfected at least twice a day,  ensuring that any surfaces are cleaned when visibly soiled and that all surfaces are cleaned and disinfected immediately if there is spillage.  
  • staff and the general public must wear face masks unless they have a lawful exception. 

Can electronic gaming open in venues?  

Yes. Electronic gaming venues are open with density requirements of 1 person per 4sqm and a max cap of 300 people per venue.  Patrons can use the gaming area. Every second machine must be closed or there must be a minimum of 1.5 metres between machines and a COVID Marshal is required to be on-site. 

If the electronic gaming area is within a hospitality venue, the patrons permitted in the electronic gaming area are included in the cap for the hospitality venue, and not as an additional cap.   

Can display suites open? 

Yes. Display suites are open with density requirements of 1 person per 4sqm. You must wear a mask when you are visiting display units.  

Can food trucks open? 

Yes, food trucks can open. You are required to check in whilst waiting for your food. While waiting to order or collect your food you should keep at least 1.5 metres distance from others.

Personal services 

What personal services are open? 

Beauty and personal care services are open, with density requirements of 1 person per 4 sqm, including: 

  • Hairdressing and barbers  
  • Beauty therapy, spray-tanning, waxing and nail salons  
  • Spa and massage services  
  • Tattoo and piercing services   

Workers must wear a face mask, but customers can remove their face mask services that cannot be provided with a mask on. 

Customers must wear a face mask for all other services.  Brothels, sex on premises and adult entertainment venues are open, subject to a density requirement of 1 person per 4sqm, with a maximum venue cap of 300 people. 

Can I offer a service where clients need to remove their masks, for example lip waxing or piercing? 

Yes. Beauty and personal services can be performed with face masks removed for the duration of the service if face mask impedes on the service being provided.  Customers must wear a face mask if the face mask does not impede the service being provided.   

I operate a mobile beauty / hairdressing business, can I visit my clients in their homes?  

Yes, you can visit clients in their homes to provide beauty and personal services. 

The client can remove their face mask for services that cannot be provided with a mask on. The client must wear a face mask for all other services.   

The person providing the service must also wear a face mask.
